This is kinda hard to explain, hopefully someone can tell me.
Anyways,
On most PS2 games it says "DVD ROM" what does this mean? Can I play it in a DVD Player on a PC with a DVD ROM Drive? Or what?

No, I don't think so... I'm pretty sure it says that because Sonys choice for thier games was a DVD format... Now why they would put "DVD ROM" on the disc is beyond me... Although, who knows, pop one in your PC and see what happens!
Your PS2 is a computer, but the problem is you have no way of controlling it (i.e. with a mouse). So, the games you play are written in a DVD format to play when you insert the disc. They're sort of like "interactive movies"...

Absolutely nothing...except for your CD-ROM drive spitting the game back out.
I use my ps2 to play my dvd's
